Summary

The proposal amends the election laws to return separate ballots for each candidate in the Senate and presidential elections instead of a common ballot. At the same time, it introduces a graphic code on the ballot paper to improve accessibility, particularly for blind voters, except in municipal elections. It also postpones the launch of part of the election management information system and electronic petitions from the 2026 elections until after 31 December 2027, effectively 2028. For municipal elections, it also modifies the rules for calculating the required signatures on petitions of independent candidates.

The Act establishes rules for the administration of elections and amends several election laws, particularly regarding the format of ballots and the use of electronic petitions. Under the new provisions, candidates in parliamentary and presidential elections will have separate ballots; voters will place a single, unaltered ballot in the envelope, and the vote count will be adjusted accordingly. Regarding election administration, a barcode for previewing the ballot is added, and the Ministry of the Interior must develop a tool for electronic petitions within 12 months. At the same time, the previous transitional rules are being amended: the original reference to the 2026 elections is being replaced by a general deadline for elections held on or after January 1, 2028.

The document is therefore the government’s consent position on the main proposal, which regulates the rules of election administration and related electoral procedures.
