Summary

The bill amends the rules for highway toll stickers by eliminating the automatic annual adjustment based on inflation and the length of the highway network and instead directly sets the rates in the law starting in 2027. The amendment expands the original law on changes to the budgetary allocation of taxes so that regions receive a 6% share of the nationwide gross revenue from the excise tax on mineral oils. The funds are to be distributed based on the length of Class II and Class III roads in each region, which is intended to support their maintenance and financing. The Ministry of Finance will determine the regions’ shares annually by decree based on data from the Ministry of Transportation; a transitional provision will allow these shares to be set for the first year of the law’s effectiveness.
