The bill regulates public guardianship so that municipalities can more effectively provide it to individuals who need support in legal matters. It allows this responsibility to be transferred in its entirety to another municipality or association of municipalities through a public-law agreement and provides for the automatic transfer of guardianship even for individuals who have already been appointed wards. In exceptional cases, the court will be able to designate another suitable municipality if the municipality where the ward resides is unable to perform its duties properly; the consent of the municipality or association of municipalities is not required. Municipalities or regional authorities must notify the court and the ward of the transfer in a manner appropriate to the ward’s health condition; the proposed effective date is July 1, 2027.
