The bill amends the Sickness Insurance Act so that economically active recipients of a third-degree disability pension are no longer limited to receiving sickness benefits for only 70 days. Under the new provisions, sickness benefits are to be paid to them starting on the 15th day of incapacity for work or quarantine for the standard benefit period, but no longer than until the end of their employment or insurance coverage. The other changes are primarily technical adjustments to references, and a transitional provision stipulates that existing claims will be assessed according to the current rules. The proposed effective date is January 1, 2027, and the explanatory memorandum anticipates an increase in sickness insurance system expenditures of approximately 40 to 60 million CZK per year.

The bill amends the rules for retirement savings to better integrate supplemental pension savings and long-term investment products, particularly for tax purposes and for the transfer of funds between them. It introduces higher state subsidies for people under 30 during the first year of saving, lowers the fee limit for some pension funds, and strengthens the disclosure obligations of pension companies. Under the new provisions, an employee who meets the conditions will have the right to request a contribution of at least 500 CZK per month from their employer for retirement savings; the law also addresses the overlap with other mandatory contributions. The bill is proposed to take effect on January 1, 2027.

The bill amends the rules for highway toll stickers by eliminating the automatic annual adjustment based on inflation and the length of the highway network and instead directly sets the rates in the law starting in 2027. It maintains the current fee levels, including discounted rates for certain low-emission and natural gas vehicles, and eliminates the Ministry of Transportation’s obligation to announce the rates annually via a notice. The main impact is greater predictability and a “freeze” on the price of highway toll stickers for drivers and business owners. At the same time, lower revenue growth is expected for the State Transport Infrastructure Fund, which may limit funding for transport infrastructure.

Scope: Part One–Part Two; § 1; pages 1–10.

The bill amends the rules governing retail opening hours so that sales in larger stores are prohibited on all national holidays and, newly, on other specified holidays as well. Compared to the current regulations, the ban is extended in particular to Good Friday, May 1, July 5 and 6, and November 17; the rules for December 24 from 12:00 p.m. to midnight, as well as the existing exceptions, remain in effect. The goal is to establish a simpler and clearer rule for consumers, business owners, and employees, and to strengthen the tradition of collective time off on holidays. The proposed effective date is January 1, 2027.

Scope: Part One; Sections 13–38l; pages 1–28.

The bill amends the Income Tax Act by eliminating the tax credit for a spouse and, in its place, increasing the tax credit for a child under 3 years of age. The benefit is to be increased by 1,000 CZK per month, and by 4,000 CZK per month if at least one of the taxpayers providing care holds a ZTP/P card. This is accompanied by amendments to related sections concerning the documentation of eligibility and data processing; the current rules are to apply to periods beginning before the amendment takes effect. The amendment is proposed to take effect on January 1, 2027.

Scope: Section 4; pages 1–6.

The bill amends the Act on Public Holidays and Significant Days by adding August 28 as “Orel Day” to the list of significant days. The aim is to commemorate the persecution of the Orel organization after 1948, to promote historical memory, and to emphasize the values of democracy and resistance to totalitarianism. The amendment does not introduce a new non-working day; therefore, according to the bill, it will have no economic or budgetary impact. It is proposed to take effect on January 1, 2027.

Scope: Section 3c; pages 1–16.

The proposal increases the assessment base for state-funded public health insurance premiums for state-insured persons from 14,074 CZK to 18,362 CZK, thereby increasing the state’s monthly payment starting in 2027. At the same time, it postpones the automatic indexation of this amount, which will now apply for the first time in 2029 instead of 2024. It also repeals the government regulation on the assessment base for 2026 and is intended to stabilize the financing of public health insurance and health insurance companies. According to the explanatory memorandum, the impact on the state budget is an additional approximately 21 billion CZK per year.

The bill amends the Education Act by introducing a direct legal ban on the use of cell phones during instruction, breaks, and related school activities for children in preschools, elementary school students, and students in the lower grades of multi-year high schools and conservatories. At the same time, it retains exceptions for medical reasons, special educational needs, instruction, and certain off-campus activities. The previous option for schools to regulate the ban solely through their own school rules is being abolished and transferred to new regulations for other students; in addition, schools may now require students to set aside or hand over their phones in the event of a violation of the rules. The proposed effective date is September 1, 2027.

The bill changes the funding of Czech Television and Czech Radio: starting in 2027, it replaces radio and television license fees with a direct contribution from the state budget. The contribution for Czech Television is set at 5.741 billion CZK and for Czech Radio at 2.066 billion CZK, with an automatic 10% increase if cumulative inflation exceeds 10 percentage points. At the same time, the Act on Radio and Television Fees is being repealed, so citizens, entrepreneurs, and companies will no longer be required to pay these fees; however, existing debts will continue to be handled according to the current rules. The change is intended to reduce the administrative and financial burden on payers, but it shifts the costs to the state and now ties them to the Ministry of Culture’s budget.

Scope: Part One–Part Three; Sections 1–20; pages 1–28.

The bill introduces a new statutory system of master craftsman qualifications and master craftsman examinations for selected skilled trades and agricultural professions in order to officially certify the highest level of professional skills. It sets forth the conditions for participation, the structure of the three-part examination, rules for examination boards, the issuance of master’s certificates, and the public registry of qualifications and their holders. The Chamber of Commerce and the Chamber of Agriculture are granted new explicit authority to organize these examinations and issue master’s certificates, while the relevant ministries oversee the system. The aim is to enhance the prestige of the trades, strengthen consumer confidence, and improve employment opportunities for qualified professionals; the law is proposed to take effect on January 1, 2027.
