The proposal significantly tightens the rules on temporary protection, asylum and residence of foreigners, especially those from Ukraine, and strengthens the security powers of the state and specialised judicial review. It changes the conditions for humanitarian benefits, health insurance and some school rules, and makes them more closely linked to actual residence, activity and compliance with obligations. It also introduces the obligation to register some vehicles with Ukrainian plates and a ban on driving them for selected persons after a transitional period, along with new sanctions. At the same time, penalties for smuggling and related illegal migration are being toughened; most of the changes are to apply from 2027, while some of the social and transport measures are to apply from 2028.

The proposal introduces into Czech law EU rules for a more balanced representation of women and men in the management bodies of large listed companies. Affected issuers must choose a target for representation, publish data on compliance and, in the event of non-compliance, use transparent selection criteria with a preference for the under-represented gender with comparable qualifications. The Czech National Bank is given supervisory and monitoring tasks and penalties for breaches. At the same time, judicial protection of candidates is strengthened by amending the Anti-Discrimination Act and the Code of Civil Procedure.

The Bill amends the Substance Misuse Act to better align with wider addiction policy. It replaces the existing notion of a national drug strategy with a new notion aimed at preventing and reducing the harms associated with addictive behaviour. The fundamental change is that it will no longer be possible to simply establish an advisory body to the government, but that the government will have to make it mandatory. At the same time, the role of the Government Office in the professional, organisational and technical provision of this coordination is explicitly enshrined.

The proposal extensively tightens criminal protection of the environment and transposes EU Directive 2024/1203 into Czech law. It introduces new criminal offences for serious ecological damage, illegal handling of waste, mercury and other hazardous substances, spreading invasive species or violation of EIA rules, while also increasing penalties for gross negligence. Another important change is the rule that permits obtained by fraud, corruption or in violation of the law are not taken into account. At the same time, the amendment modifies the Criminal Procedure Code and the powers of the security authorities to control and sanction such acts.

The amendment fundamentally changes the review of public procurement before the Office of Public Procurement to make it faster, stricter and more predictable. It introduces single-instance decision-making without appeal, tightens the conditions of the proposal, strengthens electronic submissions and changes the blocking of the conclusion of the contract so that it now lasts until the decision becomes final if the legal conditions are met. At the same time, it significantly increases the court fee for a lawsuit from CZK 3 000 to CZK 50 000, modifies bail bonds and speeds up judicial review. The functioning of the Office is also changing, including commission-based decision-making and more transparent selection of its management.

This is mainly a statutory confirmation of the agendas that the Office of the Government already effectively carries out. It is proposed to take effect on 1 January 2027.

The proposal changes the rules on radio and television fees and significantly expands the range of persons and entities that will not pay them. People over 75 years of age, holders of TP, ZTP and ZTP/P cards, dependent children and some providers of social and health services are to be exempted from the fees; at the same time, the non-payment threshold for entrepreneurs and legal entities is increased from 24 to 50 employees and the band for 25 to 49 employees is abolished. The proposal also amends the registration and penalty rules so that newly exempt persons and smaller entities do not have to register unnecessarily or are not penalised. The document also mentions foreigners marginally during registration and among the existing exemptions, but does not fundamentally change their regime. The law also contains provisions relating to foreigners and their rights or obligations.

The proposal amends the Chemicals Act to adapt to EU rules on mercury, in particular for dental amalgam. Manufacturers and importers will now have to notify the Ministry of the Environment of the quantity of amalgam and prove that it was intended exclusively for specific medical needs; the documents must not contain personal data of patients. It also introduces offences and fines of up to CZK 500,000 for failure to comply with these obligations. The amendment is intended to allow control of the limited use of amalgam from 2026 and to strengthen environmental protection.

The law increases the total parental allowance from 350,000 CZK to 400,000 CZK for the youngest children born or taken into care on or after January 1, 2027. Starting in October 2026, the rules for state social assistance benefits will change: the standard rent will be determined by district rather than by municipality category and may not decrease even if the number of household members increases. It also adjusts the counting of vulnerable individuals and the transition to the new rules, while repealing the previous notice on standard rent for 2026.

The proposal adapts Czech criminal legislation to the EU Regulation on the transfer of criminal proceedings between EU Member States from 1 February 2027. It determines which Czech authorities will decide on the transfer or transfer of proceedings, introduces the rights of the accused, suspect and victim to information and remedies, and allows for videoconference interrogations. At the same time, it clarifies the rules of the European Arrest Warrant, in particular on temporary surrender and immunity, and extends the possibility for Czech authorities to prosecute certain surrendered offences even where Czech criminal jurisdiction would not otherwise be available.

The proposal amends the Packaging Act to explicitly define the activities of an authorised packaging company as a service of general economic interest and to enhance consumer convenience when sorting packaging waste. It introduces stricter rules on the independence of the company from waste companies, limits shareholders’ ownership and prevents profiteering or speculative share trading. At the same time, it makes it compulsory to provide a denser network of collection points and allows administrative support to be provided to other collective schemes. The changes are intended to increase transparency, fairness of competition and environmental protection.

The Act establishes rules for the administration of elections and amends several election laws, particularly regarding the format of ballots and the use of electronic petitions. Under the new provisions, candidates in parliamentary and presidential elections will have separate ballots; voters will place a single, unaltered ballot in the envelope, and the vote count will be adjusted accordingly. Regarding election administration, a barcode for previewing the ballot is added, and the Ministry of the Interior must develop a tool for electronic petitions within 12 months. At the same time, the previous transitional rules are being amended: the original reference to the 2026 elections is being replaced by a general deadline for elections held on or after January 1, 2028.

The proposal reintroduces sales registration in a simpler form from 2027, extends it to various contactless payments and sets technical rules, exceptions and penalties up to CZK 500,000. At the same time, it changes the tax rules: it introduces a voluntary surcharge in a flat-rate regime instead of registration, restores some tax rebates and modifies the regime for employee benefits and tips. VAT is also significantly changed, especially for small bad debts, soft drinks in catering services and deductions for selected passenger cars. The powers of Revenue and Customs are also strengthened, including control purchases and more flexible changes to the local jurisdiction of tax authorities.

The proposal amends several laws in the internal administration mainly to postpone some digitization obligations and to regulate the funding of the postal service. For the postal licence, it reverts the compensation rules to their previous form, in particular reducing the maximum annual reimbursement from CZK 2 billion to CZK 1.5 billion and changing advance payments to comply with EU rules. It also postpones the obligation of certified filing systems, the introduction of eLegislation for amending laws and the launch of the registry information system. Security forces and the Military Police are now exempted from the obligation to use a certified filing system.

The proposal amends the Energy Act to allow municipalities, regions and their selected organisations to connect up to 60 transfer points as an active customer in the electricity sharing regime instead of the current 11.The aim is to facilitate the use of electricity from renewable sources in public buildings and to simplify sharing without the need to establish energy communities. According to the explanatory memorandum, the change is expected to have a neutral to positive impact on public budgets and promote energy self-sufficiency of local governments. It is proposed to take effect from 1 January 2027.

The amendment significantly strengthens the protection of animals against cruelty and tightens sanctions and state intervention. It imposes new obligations on municipalities to deal with abandoned and stray animals, in particular neutering cats, tagging and trapping programmes, and expands the powers of the police and administrative authorities. The ban on breeding is extended from 5 to 10 years, minimum fines are increased, and the animal may become the property of the state if the cost of care is not paid. At the same time, administrative procedures, registration and professional competence in transporting animals are regulated.

The proposal strengthens the penalties for cruelty to a person living in a shared dwelling as well as for cruelty and neglect of an animal. The lower limit of the sentence is increased from six months to one year for domestic and animal cruelty and the upper limit is increased from six months to one year for negligent neglect of an animal and from two to three years for a large number of animals. The killing of a cat or dog for a despicable motive without a lawful reason is also to be made a criminal offence. It is proposed to take effect from 1 January 2027.

The bill unifies and digitizes the rules for ID cards and travel documents, extends filing and acceptance to embassies and outside offices, and changes record keeping. Obligations and penalties are tightened, including a new offence of misuse of a public document and an increase in some fines from CZK 10,000 to CZK 50,000, while administrative fees and some deadlines are changed. The handling of biometric and contact data, the electronic reporting of loss or misuse and the rules for suspending or not issuing a passport, for example in the case of a European Arrest Warrant, are significantly modified. The document does not deal directly with the residence or visa rights of foreigners; the foreign element mainly concerns embassies and the request for a person from abroad.
