The Act amends the rules governing social services and benefits for persons with disabilities, particularly in proceedings concerning care allowances and mobility allowances. It introduces the possibility of mitigating hardship when applying EU rules to care allowances for persons residing in the Czech Republic who do not receive a similar benefit from another EU country, adjusts the obligations of applicants, and transfers certain tasks between the Labor Office and the regional social security administration. The mobility allowance is increasing from CZK 2,900 to CZK 3,000, and authorities will adjust it automatically starting in 2027 without requiring a new application. At the same time, certain earlier changes in related amendments are being repealed or postponed, including the postponement of part of the effective date from July 1, 2026, to June 1, 2028.

The Act amends the rules governing state social assistance, primarily with regard to the parental allowance, the prenatal parental allowance, and assistance for parents who are students. It introduces and clarifies digitized procedures, electronic filing, delivery, and case management, while some of the previous provisions are repealed or transferred between digitized and non-digitized benefits. For example, the monthly amount of the prenatal parental allowance is now set at CZK 15,000, along with rules for settlement after the child’s birth and the refund of overpayments. At the same time, selected provisions of Amendment No. 152/2025 Coll. are repealed, and the effective dates of the changes are spread across 2026 and 2027.

Document 120 - Amendment to the Income Taxes Act - RJ

The proposal abolishes the basic discount per taxpayer and transfers it to the tax benefit regime in the same amount of CZK 30 840 per year, which will now be available as a tax bonus up to the amount of social and health insurance premiums paid. The aim is to enable low-income employees to take full advantage of the support and to strengthen their motivation to work legally. At the same time, the amount of the child bonus is limited according to the insurance premiums paid and related references in the law are modified. The sections on compliance with international treaties, the impact on security and the proposal for approval at first reading have been deleted from the proposal; the effective date is set for 1 January 2027.

Document 121 - Amendment to the Income Taxes Act

The bill significantly strengthens support for families with children. It increases the tax benefits for children (for the first, second, third and subsequent children) and increases the parental allowance from CZK 350 000 to CZK 400 000, while also allowing it to be drawn down more quickly and abolishing restrictions on a child’s attendance at kindergarten. As regards sickness insurance, it extends the possibility of drawing paternity benefit up to 12 months after the birth of the child (instead of 6 weeks) and unifies the period of support for nursing care to 16 days for all. The aim is to increase the financial stability of families and to promote the reconciliation of work and family life.

The Act expands the option of a one-time settlement for supplementary pension savings and, similarly, for supplementary pension insurance for certain participants with older contracts who have not yet met the standard conditions for payment. At the same time, it introduces transitional rules to ensure that affected participants do not lose their state contributions or their funds if their savings accounts were terminated in the interim period before the Act took effect. Due to this change, the tax regime is being amended in the Income Tax Act; the requirement to reach the age of 60 and the tax exemption for certain payments are now explicitly addressed. The result is easier access for some participants to a lump-sum payment and the elimination of the unfavorable tax and administrative impacts of the previous system.

The law increases the social security premium discounts for employers who employ people from vulnerable groups, especially carers, parents of young children, older workers and people with disabilities. The law extends the maximum long-term care support period from 90 to 180 calendar days to allow for longer home care for seriously ill loved ones. Extension beyond 90 days is now only possible with the approval of the health insurance authority upon application by the attending physician, who may approve a shorter period. Clear rules on electronic communication, time limits for decisions and information obligations of the doctor towards the person being treated are introduced. The amendment strengthens social security for families, promotes reconciliation of work and care and reduces pressure on institutional care.

The law introduces a new institution of the withdrawal of assets of unexplained origin as a special judicial procedure following criminal proceedings, even without the conviction of a specific person. It allows the State to withdraw property whose lawful origin has not been reliably proven and is reasonably linked to serious criminal activity, while protecting the rights of the persons concerned, victims and bona fide third parties. The legislation lays down detailed procedural rules, a minimum value of property, the exclusion of interference with the means of basic necessities of life and strengthens the prevention of serious crime. The law comes into force on 1 July 2026 following the transposition of the EU confiscation directive.
